1. 14 Die After Overcrowded, Immigrant-Carrying Truck Crashes Near Texas Border

On July 22, a pickup truck carrying 23 passengers crashed into a tree while traveling near South Texas, killing 14. According to Fox News Latino, many of the passengers were illegal immigrants, and two of the deceased were children. When authorities showed up, 11 of the passengers were already dead, and three more passed away at local hospitals. Many of the victims were from Mexico, Honduras and Guatemala, but authorities are still investigating whether the driver of the overloaded truck was smuggling immigrants into the US.

2. Apprehensions for immigration violations drop to lowest level in 40 years; arrests up

An Associated Press article in the Washington Post reported that the number of federal immigration violations is currently the lowest it has been in about 40 years. Some of the reasons cited include the poor economy of the US., the lower birthrate in Mexico and enforcement of immigration policies at the border. At the same time, the number of criminal immigration offenses is higher than ever, likely due to the increased enforcement efforts by authorities in the US.

3. Nation?s first ?anti-Arizona? law likely headed to Gov. Jerry Brown?s office

According to Matt O?Brien of the Contra Costa Times, California passed a law that is being touted as the ?anti-Arizona? bill. The California Trust Act states that illegal immigrants do not have to be detained if they have not committed any serious offenses. This means that immigrating illegally will not be a serious enough crime to be detained or deported in California. Though the Senate passed the law, it needs to pass a concurrent vote by the legislature on August 6. It is unknown whether Gov. Jerry Brown will approve the bill.

4. ?State may use federal immigration data in checking voters? eligibility

According to Lornet Turnbull of The Seattle Times, Washington is one of the most recent states that the Department of Homeland Security has given access to an immigration database. This could help officials determine who is eligible to vote, since the database features basic information on more than 100 million legal citizens of this country. The database is called Systematic Alien Verification for Entitlements (SAVE), and officials could use it to make sure foreign students and those who have green cards or work visas do not vote since they are not legally allowed to.

5. Arpaio testifies in civil rights trial

Joe Arpaio, who is the well-known Maricopa County, Arizona, sheriff behind SB-1070, took the stand in a civil rights trial. According to CBS5, Sheriff Arpaio and his deputies have been accused of racially profiling. He has consistently denied the charge, but it is likely that several witnesses will testify that he and his officers have engaged in racial profiling. The ACLU is representing the plaintiffs involved in the case.

Climate change report appears to reject NDIR flood findings - Local ...

The Productivity Commission?s draft report on climate change appears to dismiss the key recommendations of the Natural Disaster Insurance Review (NDIR), according to the three members of the review panel.

NDIR Chairman John Trowbridge, TAL Ltd CEO Jim Minto and leading plaintiff lawyer John Berrill have written a joint submission, as individuals, to the Productivity Commission Draft Report into Barriers to Effective Climate Change Adaptation, questioning why the report appears to reject much of their reasoning and recommendations.

They say the chapter dealing with insurance devotes considerable attention to flood insurance in a manner that ?implicitly challenges and by inference appears to dismiss, the primary recommendations of the NDIR and the arguments that support those recommendations?.

Their submission says the commission may not have appreciated the full measure of the NDIR recommendations and the reasoning behind them. They say the underlying question to be answered is whether the Government should contribute to a solution to making flood insurance more affordable.

The commission?s draft report argues against premium subsidies, saying ?governments should not subsidise premiums for household or business property insurance, whether directly or by underwriting risks. This would impose a barrier to effective adaptation to climate change,? the report says.

The panel members say that without premium discounts, affordability is a genuine problem for some homeowners who now have no incentive to mitigate their flood risk.

They say discounts with claim subsidies proposed by the NDIR would not compromise incentives if the discount system is well designed. Their inquiry was well aware of the need to avoid ?perverse incentives? that discourage people from reducing their risk.

Mr Trowbridge told insuranceNEWS.com.au that flood cover to high-risk properties cannot be made available without some form of government involvement.

?There are people without flood cover who would like it but believe they cannot afford it,? he said.

?The affordability problem needs to be solved if flood cover is to be provided where it is needed and the flood risk is to be properly managed.?

The draft report recommends the Government should only require all household insurers to offer flood cover if it can be demonstrated that the benefits to the wider community will exceed the costs.

The NDIR members say cost-benefit concerns can be satisfied if the Government is prepared to review its total financial assistance during floods and redirect some of it towards insured homeowners.

While improved disclosure and information collection is supported, it will not solve the flood insurance problem and does not deal with affordability.

Their submission says the introduction of the standard flood definition and key facts statements are ?minor? steps forward.

They also note that the Productivity Commission makes several references to Government-proposed reforms but not the NDIR recommendations.

Convoy of Libyan general attacked in east

TRIPOLI, Libya (AP) ? A Libyan militia commander says a convoy carrying a top Libyan military commander has come under fire in the eastern city of Benghazi.

Abdel-Basit Haroun, a Benghazi militia commander, says that Gen. Khalifa Hifter came under attack Sunday by unknown assailants. He was not hurt. The interim ruling council assigned him to form a national army.

Benghazi and the eastern region of Libya have seen a surge in assassination attempts against former military and security officials. Haroun says 13 were killed over the past month.

On Saturday night, former military intelligence chief Col. Suleiman Bouzz-Redah was killed while on his way to a mosque in Benghazi. He left the regime of Moammar Gadhafi and joined the rebels who overthrew the longtime ruler in a civil war last year.

Emanuelson's goal leads AC Milan past Chelsea

MIAMI (AP) - With several offseason player departures and the absence of a top scorer, Urby Emanuelson showed how valuable he is to AC Milan.

Emanuelson scored in the 69th minute to lift AC Milan to a 1-0 victory over Champions League winner Chelsea in an exhibition match Saturday night.

"It always feels good to score," he said. "Tonight was a good test for us. We played well and I'm happy that I scored a goal."

Emanuelson dribbled unmarked deep toward the Chelsea penalty area and, as defenders closed in, he sent a pass toward the left wing to Stephan El Shaarawy. Shaarawy returned an immediate pass to Emanuelson, who beat Chelsea goalkeeper Petr Cech with a shot near the 6-yard box.

"We were standing good on defense, when we got the ball there was a lot of space to go to the goal," Emanuelson said.

Emanuelson has scored both AC Milan goals in its two preseason matches. He also scored the only goal in a 1-0 win over Schalke 04 Tuesday in Germany.

"Last year I played a lot of games and now it's a chance to build on that," Emanuelson said. "I want to feel important."

Milan played without star striker Robinho, who could not leave his native Brazil because of a passport problem. Robinho is expected to join the club for an exhibition match against Real Madrid on Aug. 8 in New York.

"I'm very happy the way the team played," Milan coach Massimilano Allegri said. "This is a team that has to grow and this was a very good step."

Eden Hazard had Chelsea's best attempt to tie it with 4 minutes remaining in regulation. Hazard's free kick near from the half circle sailed a couple of feet above the crossbar.

"This is what pre-seasons are for, these are games to give young players a chance," Chelsea head coach Roberto DiMatteo said.

The match at Sun Life Stadium was played before 57,748 fans, the highest of the 2012 Herbalife World Football Challenge and second-best for a soccer game in the stadium's history.

"I'm not surprised because the four cities we went to had great support from the fans," DiMatteo said after his team finished its four-match, preseason tour in the U.S.

After a scoreless first half, both teams sought in an immediate strike in the opening minutes of the second half. In the 47th minute, Milan goalkeeper Marco Amelia stopped Hazard's shot from 20 yards. Milan nearly broke through 4 minutes later as Emanuelson dribbled deep into the goal area and flicked a shot that required Chelsea goalkeeper Petr Cech's diving deflection.

Amelio was tested again in the 53rd minute when he stopped Frank Lampard's shot from 20 yards.

"I saw that during the game was doing better and that's a sign of the team progressing," Allegri said.

Chelsea had the first scoring opportunity of the match in the sixth minute when John Terry's shot deep in the penalty area sailed above the crossbar.

The Blues controlled the ball for most of the first 20 minutes but could not mount additional scoring threats. Milan increased its attack midway through the first half with repeated runs on goal and open looks at Cech.

In the 26th minute, Bakaye Traore blasted a shot near the large area that sailed a couple of feet wide right. Boateng had another shot from a similar distance that also went wide of the right post.

Traore pressured the Chelsea backline again in the 33rd minute as his shot from the right wing sailed above the crossbar.

Chelsea ended its North American tour 1-2-1.

(AP) ? The Americans insisted for months they can contend for the Olympic title in men's gymnastics.

Another night like this, and they won't need to say a word. The color of their medals will do the talking for them.

While perennial gymnastics powerhouses China and Japan bobbled and wobbled their way through qualifying Saturday, the Americans proved they've got the big skills to back up their big hopes. They didn't count a single fall, and their final score of 275.342 was almost three points ahead of resurgent Russia.

"We're going to do everything we can to make it finish like that," team captain Jonathan Horton said. "I was actually joking ... earlier, 'Can we just get the medals now?' But we've got one more day to go, and we're pumped about it."

The team final is Monday. Since 1997, when scoring began starting anew in the final, only three first-day winners have failed to finish atop the podium at either the Olympics or world championships.

Surprising Britain, which has a full men's at the Olympics for the first time since 1992, hung onto third place after upstaging China in the first of the day's three sessions. Germany is fourth.

Japan, the heavy favorite coming in, is fifth after several uncharacteristic errors by three-time world champion Kohei Uchimura. Defending Olympic champion China, which has won the last five world titles, is sixth after a splat-filled day. Ukraine and France rounded out the top eight.

"We studied a lot about the American team already," said Japanese coach Yasunori Tachibana, who sent a scouting party to last month's Olympic trials. "So we knew it was going to be pretty tough."

Unlike qualifying, when teams get to drop their lowest score, there will be no margin of error in Monday's final. Teams compete three gymnasts on each event, and all three scores count. Botch one routine, and it could be the difference between going home with a gold medal or a souvenir T-shirt.

But the Americans believe they're actually better built for that high-risk, high-reward formula, and this performance will only fuel their confidence that they can join Bart Conner and his Golden Gang of '84 as the only U.S. teams to win the Olympic title.

Danell Leyva posted the highest individual score while John Orozco was fourth, and the team had the highest total on floor exercise and high bar. They had only three falls the entire day, and counted only four scores below 15. Every American ? Leyva, Orozco, Horton, Jake Dalton and Sam Mikulak ? made at least one individual final.

"Now is when everyone is finally, completely realizing how much we believe in it and today was definite huge proof of that," Leyva said.

The day didn't look so promising at the start, when Horton went spinning off pommel horse, his worst event and the team's. But the Americans have an unshakable belief in themselves, and they barely blinked at the miscue. Mikulak, Leyva and Orozco followed with stylish sets more typical of the Japanese or Chinese, and wound up finishing their toughest event in decent shape.

After slowly closing the gap on each event, the Americans finally took the lead with one high bar routine more dazzling than the next.

Orozco set the tone, getting such great air on his release moves he could almost make eye contact with the folks hanging out on the first concourse. Horton was up next. He's been struggling on high bar the last few months, but there was no cover-your-eyes-and-hide-the-children scariness this time. Once, twice, three times he tossed himself up and over the bar, flipping and twisting before coming down and easily grabbing it.

When his feet hit the mat with a solid thud, he pumped his fists and smiled.

"I jumped up there, man on a mission-type thing," said Horton, who stood at the edge of the podium afterward and popped his uniform so everyone could see the "U-S-A" across his chest. "I was really aggressive. I caught all my releases really well ? my last one was just kind of finger-tipped."

Leyva closed the show, drawing oohs and aahs from the crowd with his big release moves. When he did a little hop while in a handstand, the audience actually laughed.

With more than a point lead over the British, the Americans let loose on floor exercise. An admiring murmur rippled through the crowd when Leyva, balancing on his hands, pulled his legs up and over his head so his knees touched his nose. When he finished, his stepfather and coach, Yin Alvarez, yelled, "That was super good!"

Dalton capped it off with a routine that rivals all others for power and elegance. He actually looked as if he might go out of bounds on one tumbling run, but had the presence to pulls his toes back, almost as if he was retracting them back into his feet.

"It was kind of an exclamation point to end the day," Mazeika said.

Fans at the O2 Arena ? where American flags, T-shirts and signs seemed to be everywhere ? erupted in applause when the final scores were posted. The U.S. men looked up from their huddle and noted the marks with a few fist pumps.

"We definitely can carry on the confidence," Mikulak said. "We just want to stay humbled to make sure we go out and perform to the best of our ability."

The Chinese have run roughshod over the gymnastics world for much of the last decade. But Chen Yibing and Zou Kai are the only holdovers from the Beijing gold rush, and China is no longer in a class by itself.

China's air of invincibility took its first hit at last year's world championships, where the Chinese finished behind Japan and the United States in qualifying. Yes, it was only qualifying, and they still left the event as they always do ? with index fingers held high in the air and gold medals around their neck. But it was the first time since Athens that they failed to finish first in every phase of a major competition.

A reduction in team size, from six gymnasts in Beijing to five in London, hurt the Chinese even more. After building their team around one- or two-event specialists for so many years, they've been left with gaping holes in their lineups.

What hurt the Chinese most Saturday was simple sloppiness ? shocking for a team once known for its impeccable execution. Chen's parallel bars routine wouldn't cut it for a high school gymnast. Zou Kai, the reigning gold medalist on high bar, barely made the final after a routine that was almost indifferent. Guo Weiyang, pressed into service Wednesday after 2004 pommel horse gold medalist Teng Haibin dropped out with an arm injury, fell on his face on his dismount on floor exercise.

"We're not really disappointed because it's been four years and the competitors are improving, there's less discrepancy in their level," Chen said through a translator. "We are still confident in the final."

Serbia's parliament to vote on government

BELGRADE, Serbia (AP) ? Serbian lawmakers will elect a new government, dominated by former nationalist allies of late strongman Slobodan Milosevic for the first time since the autocrat was ousted in a popular revolt in 2000.

The vote on Friday in the Serbian parliament is expected to be a formality as the coalition government of Prime Minister-designate Ivica Dacic has the majority needed for the election.

Dacic's Cabinet will include ministers from his own Socialist Party, from the nationalist Progressive Party of President Tomislav Nikolic and several smaller groups.

In his speech to the parliament on Thursday, Dacic ? who was Milosevic's wartime spokesman ? tried to dispel fears that the new government could revive Milsosevic-era nationalism.

Delta Air Lines to shut down Comair

(Reuters) - Delta Air Lines Inc will shut down its Comair subsidiary as it cuts back on low-margin regional flying.

The second-biggest U.S. airline said Comair, which serves Delta's midwest and east coast hubs, will cease operations after September 29.

"While regional flying has and will remain a key component of Delta's network, customer expectations and the unit costs of regional flying have evolved," Don Bornhorst, senior vice president of Delta Connection, said in a memo to employees.

The shutdown will not result in major changes to Delta's network, the company said.

Comair had about 1,700 employees as of March, according to its website.

Cincinnati-based Comair accounts for about 1 percent of Delta's network capacity. Its fleet is comprised entirely of Bombardier's 50-, 65- and 76-seat Canadair Regional Jets.

Atlanta-based Delta recently said it plans to reduce the number of 50-seat regional jets from about 350 to 125 or fewer in the next few years.

Delta shares rose 1 percent to $9.53 on Friday on the New York Stock Exchange.

Will Facebook Chief Executive Officer Mark Zuckerberg show up at the company's first earnings call?

Two months after its disastrous initial public offering, Facebook will come face to face with shareholders and analysts Thursday when it delivers its first earnings report as a public company.

It will be a second chance for the social media giant to win over the investing public and, most importantly, explain how it plans to adapt its business to the rapid migration of its users to mobile devices.

Facebook?s IPO in May,?one of the biggest stock offerings to ever hit Wall Street, was supposed to be a seminal moment in social media, technology and finance.

Instead, the event turned out to be a major humiliation for the company.

A tsunami of stock orders led to embarrassing technical glitches and the company's shares failed to get the expected opening-day "pop." Indeed, the shares stayed above the offering price on that first day only with major support from underwriting banks and since have fallen nearly 24 percent to about $29 from the offering price of $38.

Now angry shareholders are suing Facebook and its lead underwriter, Morgan Stanley, claiming they were misled.

Even before the IPO, Facebook has had to address questions about its financial prospects, particularly in the growing mobile sector, where advertising inventory is scarce.

And there are concerns that Facebook?s advertising growth is slowing.

In a blow shortly before the IPO, GM?s marketing executives said they would pull $10 million in advertising from the social network after judging the efforts had ?little impact? in reaching consumers.

In a regulatory filing ahead of the offering, Facebook said most of the $3.71 billion it made in revenue last year came from advertising. The company also said advertising revenue declined in the first quarter of the year compared with the quarter before.

The document reveals more challenges ahead for Facebook, including difficulties generating revenue from new users overseas.

About 20 percent of Facebook's current user base is in the U.S. and Canada, and half of those users access the site using mobile devices. Facebook rivals Google and Apple dominate the mobile business.

What?s more, markets where Facebook is growing most rapidly -- in Europe and Asia -- bring the company less revenue per year. Facebook brings in $3 per user in the U.S. and in Canada, but only $1.50 in Europe and just 50 cents in Asia.

Another worry for Facebook came late Wednesday when social game maker Zynga delivered disappointing financial results. The gaming company reported a more challenging environment on the Facebook web platform, where it makes money by offering free games and selling virtual goods.

On the investor side, Facebook?s IPO debacle was a lost opportunity for the company, said J.J. Kinahan, TD Ameritrade?s chief derivatives strategist.

The offering had generated strong interest from young investors under 35, many of whom had never traded stocks but are active Facebook users. Many were likely turned off by Facebook?s less-than-stellar market performance, he said.

?Facebook, and the securities industry, really lost an opportunity there,? Kinahan said.

Facebook could make up some ground with a solid earnings report Thursday afternoon, and Wall Street looks poised to react to it.

Kinahan notes that the July weekly straddle -- a trading strategy where an investor believes a stock's price will move significantly, but is not sure which direction -- is trading at $3 ahead of the report.

?In other words, the market is expecting we have a $3 move up or down based on [Facebook?s] earnings,? he said.

But Facebook?s earnings report won?t just be about numbers. Investors will want to hear from Chief Executive and Founder Mark Zuckerberg on the earnings call with analysts.

Zuckerberg has mostly left day-to-day financial responsibilities to Chief Operating Officer Sheryl Sandberg and Chief Financial Officer David Ebersman. But Zuckerberg needs to speak up on the conference call Thursday, said Michael Pachter, an analyst at Wedbush Securities.

?I think what really matters is Zuckerberg has to get on that call and say, 'I care,' and I think he?s going to,? Pachter said.

?I don?t think Zuckerberg will answer questions, but he has to be on the call,? he added. ?If he?s on the call, the stock goes up immediately. He?s the CEO, he can?t just mail it in. He has to show up. I think people care more about that than Q&A.?

Gene Munster, Piper Jaffray analyst, provides a preview of Facebook's first earnings report since going public, and discusses why he is optimistic about the social networking company and has a "buy" rating on the stock with a $41 price target.

The 380-kilometer (236-mile) Abu Dhabi Crude Oil Pipeline snakes across western desert dunes and over the craggy Hajar mountains to the city of Fujairah on the UAE's Indian Ocean coast, south of the strait.

Until now, all Emirati exports were loaded in the Gulf and then sailed out through?Hormuz. Once it is running at full capacity, the pipeline could allow the country, OPEC's third biggest exporter, to ship as much as two-thirds of its peak production through the eastern port city.

It is designed to carry at least 1.5 million barrels a day of crude, though capacity is expected to eventually rise to 1.8 million barrels daily.

Efforts to bring the long-awaited export route online have gained increased urgency in recent months because of repeated threats by Iranian officials to close?Hormuz?if the country's own exports are blocked.

The narrow strait is patrolled by Iranian warships as well as by the US Navy and its allies. It is the export route for about 17 million barrels of oil a day, or a fifth of the world's oil supply.

The chairman of Iran's Joint Chiefs of Staff said Sunday that Tehran has a contingency plan to close the key route, though any decision to shut it rests with the country's Supreme Leader, Ayatollah Ali Khamenei.

Gen. Hasan Firouzabadi's comments come two weeks after the European Union enforced a total oil embargo against Iran. The move is part of a series of sanctions meant to force Tehran to halt its uranium enrichment program. The West suspects Iran is aiming to build nuclear weapons. Iran denies the charge.

Emirati officials quietly began filling the new pipeline with oil on June 30, according to the UAE embassy in Washington. A statement from the embassy said the project underscores the US ally's "commitment to ensuring the reliable and safe delivery of crude oil ... to global markets."

Officials including the Emirates' energy minister gathered in Fujairah for the formal inauguration of the pipeline, said Mohammed Saif al-Afkham, the director general of Fujairah municipality.

The International Petroleum Investment Co., the state-run company behind the project, confirmed that the pipeline became operational with the first commercial shipment being loaded onto a tanker for export.

The US ambassador to the UAE attended the inauguration, underscoring the project's strategic significance. Ambassador Michael H. Corbin called the launch "a historic step in establishing multiple routes for the vital flow of oil from the Arabian Peninsula."

Although several Gulf Arab oil and gas producers fear a shutdown of the strait could block exports, only the UAE and Oman have coastlines on the Indian Ocean side of the strait. Saudi Arabia also can avoid?Hormuz?by shipping its Gulf fields' oil output through ports on the Red Sea, but it would have to significantly improve its transport infrastructure to get its full production out.

The latest anemic U.S. jobs report is keeping the nation's economic woes firmly atop the list of voter anxieties ? and presidential campaign issues.

President Barack Obama positioned himself before Friday's report to make the best of another dose of bad economic news.

He was on the second day of an Ohio-Pennsylvania bus tour, two hard-hit Rust Belt battleground states that have made some recent economic advances and have jobless rates nearly a percentage point below the national average of 8.2 percent.

Romney found himself in a less optimal place for talking about healing a still-sick economy.

He spoke from a hardware store in the New Hampshire summer resort town of Wolfeboro, close to his sprawling $8 million estate on Lake Winnipesaukee where he's been vacationing this week with his family.

Romney called the new report ? showing an unchanged jobless rate in June ? another "kick in the gut," the fourth consecutive month of disappointing job growth.

Asked by a reporter about his vacation time, Romney said: "I hope more Americans are able to take vacations." They will be, he suggested, if he's elected and produces more jobs.

His case for capturing the White House rests on his experience as a successful businessman. But Romney recently has struggled to stay on message amid distracting tangles with some Republican conservatives over health care and other issues.

Obama said Friday in Poland, Ohio, that the modest net addition of 80,000 jobs last month ? only about half of what's needed to keep pace with working-age population growth ? was "a step in the right direction."

"It's still tough out there," he said. "We can't be satisfied."

No president since Franklin D. Roosevelt during the Great Depression has been re-elected with unemployment over 8 percent.
